Sign in, then open the developer area and request access. You are asked for your organisation's name and country and a few details about who you are; the request is reviewed by a person.

You are told the outcome in the app. A request can also come back asking for more information, in which case the same form reopens with what you sent, for you to correct and resubmit. Once access is granted, the Developer section appears and you can create store listings and publish builds.
