Does the launcher update itself?

Yes. On start-up it checks for a newer release and, if there is one, asks whether to install it, showing the new version number. Choose Update and it installs and restarts itself; choose Later and it asks again next time.

Updates are signed, and one that fails the signature check is refused. If the check cannot run at all — no connection, for example — the app starts normally and tries again next launch.
