DLC is extra content sold on top of a game — bought from the game's page, and shown in your library beside it. You need the base game to use it.
Most DLC follows the same refund rules as a game, and eligibility is judged on the base game's playtime rather than the add-on's. The exception is consumable DLC — anything spent or used up once it is granted. That cannot be refunded, and the request is refused rather than quietly failing.
