What does it mean that only Grants are used as fees in the Testnet2 wallet?

When using Grants, no Locus coins are deducted, meaning transactions are effectively free. 

Grants increase by 3,000 each round and are automatically replenished up to a maximum of 10,000. 

Each time a Grant is used, 1,000 is consumed.
